Training
He has focussed on consulting and assistance, both within and outside of courts, in the field of administrative law, with particular reference to housing law and urban planning law, procument, project financing, environmental law, land acquisition, property law, expropriation, public employment, healthcare, civil and labour law and civil, administrative and economic responsibility of local government.
He has gained thorough experience in the management of litigation, particularly regarding proceedings before the Administrative Court of first and second degree.
He assists and defends numerous organizations, public administrations, and major companies and firms.
He is a member of the Executive Council of the Administrative Law Chamber of Sicily, where he plays an active role in guaranteeing the dignity and the feasibility of the exercise of the profession for lawyers, working at different scales to improve the practice of administrative law, and organizing activities such as conferences aimed at training young lawyers and continued professional development.
He is also member of a commission on the study of administrative law within the Council of the Order of Catania.
He graduated classics highschool from “Liceo Nicola Spedalieri” in Catania and graduated in law from the University of Catania in 1996 with a dissertation on “The actions covered by law of 10 April 1991 number 125 “.
He was registered to practice in district courts on the April 1st 1997. He was accepted to the Bar in the Catania district on December 19th 2000. He iegistered to practice before the court of appeal on May 24th 2013.

He is a native Italian speaker.
He speaks fluent English and has received qualifications for legal English after attending courses held from January 2001 to May 2002 at the Court of Catania, in which he participated as an advanced student.
Career overview
From January 1996 to December 2000, he worked at the Law Firm “Scuderi – Motta – Pizzino” working right away with the founders and senior lawyers on administrative law cases, also litigating before the Regional Administrative Courts, the State Council and the Council of Administrative Justice.
From January 2001 to December 2002, he continued to work on administrative law cases, with the “Clarich, Libertini, Macaluso, and Valli” firm, with offices in Rome and Catania, in particular assisting an Italian mobile phone netwok with electrosmog related legal issues.
In January 2003 he esumed working with “Scuderi – Motta”, mainly working on administrative law cases.
In 2013 he became a partner with Scuderi, Motta and Partners.
Publications
He ascribes great importance to communication, which he believes to be key to a fair and fruitful legal practice, to be always prioritised with both private and government clients.
He has been an editor for publications, articles and lectures.
He has published an essay titled “The electronic administrative act” in a collection called New Information Technologies and the Internet Law, edited by G. Cassano, IPSOA, 2002, pp. 1299 – 1316, as well as an article titled “Guilty sentence in the administrative trial as per art. 30 of code 59” for the journal Forensic Life (January / July 2013).
He is currently editing a few articles about recent development in administrative law.
Conferences and training
July 2015 – spoke at a conference organized by the Order of Engineers of the Province of Catania in collaboration with Ance (business association) in Catania, concerning “The new public works system between the EU directive and the enabling act”.
September 2012 – he taught a course divided into several lectures at the Foundation of the Order of Engineers of Catania, concerning “Evaluation and analysis of the risk arising from exposure to electromagnetic fields: regulatory aspects and extent of exposures.”

He has always held management roles with the support of state of the art IT infrastructure, while also acquiring a good command of quality assurance processes for legal services.
